SDI Independent Verification and Validation (IV&V) for the State Department of Employment Security
Project Description
SDI was contracted to conduct an IV&V Assessment of a State's Benefit Information System being implemented by tier-one system integrator. The BIS system processes claims intake, eligibility determination, benefit payments, employer changing and claims accounting and is the existing information system for the State
and Federal Unemployment Insurance programs. The legacy system is mainframe-based is being transitioned to a new IBIS replacement system enabling more efficient processing of Unemployment claims and payments.
Goals
State's Department of Employment Security expected the IV&V activities to identify gaps and provide recommendations to enable successful implementation of Web-based State Benefit Information System that had been experiencing delays in implementation.
Solution/Services
The SDI IV&V Team worked closely with the Project/Program Management’s Team to identify gaps, make recommendations, and implement recommendations in alignment with the State's Department of Employment Security culture to ensure the necessary level of leadership, communication, processes and procedures were in place to keep the project on course with State Management's expectations. Activities performed included:
- Perform IV&V services, focusing on Program Management and Project Life Cycle
- Coordination across multiple entities including planning, directing, reporting, and controlling tasks
- Evaluate documentation
- Conduct interviews
- Produce IV&V document outlining results, gaps and recommendations
Result
SDI’s IV&V project produced 41 recommendations and next steps to reconcile the project’s budget and timetable, including an extensive Integrated Project Schedule to enable successful implementation to meet Senior Management's expectations.
